I got charged by my tire shop to replace my valve stems during my last tire change. Is this normal?

Yes it is. Anytime a tire is removed from a wheel, the components of the valve stem or the valve stem itself must be replaced. This is due to the corrosion of the rubber and metal pieces that may cause air leaks.
