Is This Normal?

I was billed for having a rebuild on my air valves on my sensors during my last tire change. It was recommended. Is that normal?

Anytime a tire comes off of a wheel, you must replace the components that corrode. If not, it could cause the valve stem to fail and cause a blowout or worse.
